DNT community included for the first time in Planning Commission’s Plan Document
The Planning Commission of India for the first time in Indian history has recognized the DNT in Plan Document community as a separate entity of these most disadvantaged social sections of the Indian society.
Dr. Bhalchandra Mungekar, Member of Planning Commission, in his letter dated 3rd December, 2008 addressed to Shri Hari Bhau Rathod, stated that in the 11th Plan Document, a portion is specially devoted to the Denotified, Nomadic and Semi nomadic Tribes of India. Dr. Mungekar further stated that this is probably for the first time that the Plan Document has recognized as a separate entity of these most disadvantaged social sections of the Indian society. DNT Community leader Shri Hari Bhau Rathod, is fighting for the cause of DNT Community and for the social and economic upliftment of this Community.
Dr. Mungekar further assured that at the level of the Planning Commission, he will do everything feasible for the upliftment of these communities. Para 6.131 to 6.134 titled as De-notified, Nomadic and Semi-Nomadic Tribes has been included in the Planning Commission’s Plan Document. Para 6.131 states about the history of DNT whereas Para 6.132 talks for the steps to be taken for upliftment of the DNT community in pursuance of the recommendations of the Commission. Para 6.133 emphasized on the requirement of educational institutions in form of high quality Mobile Schools whereas Para 6.134 talks about the extensions of benefit of the flagship programme in the secluded places where Denotified, Nomadic and Semi nomadic Tribes resides.

PM assures ex-BJP MP of steps for denotified tribes |
|
New Delhi, November 9: Prime Minister Manmohan Singh has said that the issue of giving Constitutional protection and privileges to certain tribes, which were stigmatized by the British as criminal, is expected to come before the Cabinet soon.
The Ministry of Social Justice and Empowerment has ‘completed the examination’ of the recommendations of the National Commission for Denotified, Nomadic and Semi-nomadic Tribes, Singh has told an MP from Maharashtra.
"It is hoped that the matter will soon come before the Cabinet," the Prime Minister told Haribhau Rathod in a letter recently.
Rathod said that these tribes were "notified" as criminal tribes in pre-independence era. However, Pandit Jawahar Lal Nehru denotified them and assured that all efforts would be made for the overall upliftment of this community, which according to the MP is now several crores.
Rathod has been expelled from the BJP as he defied the party whip during the trust vote in July and supported the government.
Representing Yavatmal constituency, Rathod is now claiming that he did so for fear of fall of the Congress-led Government which was seriously considering the issue of separate reservation to the nomadic tribes.
He says he is now ready to join Congress ahead of Lok Sabha elections provided UPA fulfils his demand for giving reservation to denotified and nomadic tribes on the lines of SCs and STs in the country.
He has been demanding seven percent reservation to the denotified and nomadic tribes which are currently in the OBC list. |

Shri Harising Rathod, Member of Parliament and leader of Denotified and Nomadic Tribes of India is sitting on Dharna in front of Mahatma Gandhi’s Statue at Sansad Bhawan, New Delhi at 10.30 AM on 22nd October, 2008 for early implementation of the Renke Commission’s Report and to bring attention of the Government towards the plight of DNTs and also to create awareness amongst general public, politicians, media about DNTs.
The Denotified, Nomadic Tribes (DNTs) including Banjaras, whose population is about 15 crores, have been deprived of any benefit of development since they have been neglected by successive Governments in Centre. About 350 different castes come under DNTs, namely, Lodhi, Beldar, Gurjar, Mallah, Rajma, Banjara, Kanjar, Bhat, Dhangar, Pal, Nayak, Jogi, Bairagi, Sikligar, Gadi Lohar, Sapera, Shansi, Madari, Gouri, etc. Shri Rathod, a Banjara himself, has been working for the cause of DNTs for last 15 years and he has been pursuing the issues of DNTs with Government through various discussions, meetings, correspondence. After his consistent efforts, Central Government constituted the Commission for Denotified, Nomadic and Semi-Nomadic Tribes, commonly knows as “Renke Commission”, to look into the status of DNTs in the country and submit a report along with recommendations for upliftment of DNTs. The Renke Commission on 2nd July, 2008 recommended various welfare measures for upliftment of DNTs and Banjaras. The Renke Commission recommended various measures for welfare of DNTs such as separate reservation for DNTs - Indira Awaas Yojana, separate budget, reservation in service, education, etc. Hon’ble Prime Minister also assured, vide his letter dated 15th September, 2008 (copy enclosed) that the Ministry of Social Justice & Empowerment had been requested to speedily examine the recommendations of the National Commission for Denotified and Semi-Nomadic Tribes. The Ministry has completed the examination and the matter will soon come before the Cabinet.
Shri Rathod is sitting on Dharna with Sri Eknath M. Gaikwad, Sri Bapu Hari Choure, Sri Damu Singda, Sri Devidas Pingle , Sri Ramdas Athawale ( all M.P.s from Lok Sabha) and Sri Sardar Tarlochan Singh ( M.P. Rajya Sabha) on behalf of 15 crores Banjaras in front of Mahatma Gandhi’s Statue in Parliament House premises to seek kind support of all the parties and leaders to get justice and bring the attention of general public about the present status of Denotified and Nomadic Tribes. Shri Rathod clarifies that DNT people who come under OBC category are being granted 27% reservation as per the recommendation of Mandal Commission, but they do not want 27% reservation, in fact they require only 7% reservation and for providing this 7% reservation an amendment to the Constitution to be made (as proposed by himself in his Private Bill introduced in Lok Sabha in last Session) so that all the benefits which the SC and STs are getting from Government can also be extended to DNTs. He also proposes that 7% reservation should be provided to the DNTs not touching/disturbing the status of DNTS who are already in SC/ST list. 7% reservation should be provided to the DNTs who are not SC or ST defining them as a separate category as “Scheduled Denotified Tribes” out of the 27% quota of OBCs.

A massive Rally of Denotified Nomadic Tribes at Jantar Mantar, Delhi demands early implementation of Renke Commission's Report.

All the leaders attended the massive rally of Denotified and Nomadic Tribes organized at Jantar Mantar, New Delhi today endorsed the demand of early implementation of Renke Commission's Report giving facilities and concessions to 15 crores DNTs and Banjaras spread all over India.
The rally was organized by Shri Harisingh Rathod, Member of Parliament, Yavatmal (Maharashtra) who has been consistently demanding for the implementation of Renke Commission's Report.
In his speech Shri Rathod, a Banjara himself, said that 15 crores people of DNTs have been suffering for last 60 years, they are deprived of getting any benefit of development. After neglect of so many years, the Renke Commission, which was constituted for upliftment of this Samaj, recommended various measures for welfare of DNTs such as separate reservation for DNTs - Indira Awaas Yojana, separate budget, reservation in service, education, etc. He urged upon the Government to implement the Renke Commission's Report immediately without wasting any time. Against backdrop of the announcement of Assembly elections in five States yesterday, Shri Rathod said that the announcement of implementation of this report will definitely ensure the victory of Congress in all these States as well in the General elections scheduled to be held next year.
About fifty thousand people from all over the country belonging to various DNTs in the country including Banjaras attended the Rally. There are more than 350 different castes of DNTs and the total number of people belonging to these communities is 15 crores. The are very much hopeful that they will get justice from Government now.

To SC, ST add another SC: Ministry |

New Delhi, September 22: The Ministry of Social Justice is piloting an amendment in the Constitution to add denotified tribes as a new beneficiary of reservation with the job quota ceiling raised beyond 50 per cent — the limit fixed by the Supreme Court — to accommodate them.
In a Cabinet note to the Ministry of Home Affairs this month, the Ministry has asked it to consider the proposal of the National Commission for Denotified, Nomadic and Semi-Nomadic Tribes to provide reservation to them by adding a new Article 342A defining the tribes as a ‘Scheduled Community’.
“Once a denotified tribe is notified as a scheduled community, delete it from the list of scheduled tribe, scheduled castes or Other Backward Castes, as the case may be... Reserve 10 percent of Government jobs for DNTs even if the ceiling of 50 percent is exceeded,” the Ministry restates the recommendations while pushing the First Stage Proposals for Action.
Other amendments proposed are providing electoral reservation to the Scheduled Community in Lok Sabha, state legislatures, Panchayati Raj institutions and urban local bodies as well as setting up a permanent National Commission for DNTs like those for SCs and STs that have powers of a civil court and monitor the safeguards of these sections.
The rationale for a separate category outside the SC, ST or OBC list stems from the inequity in their rehabilitation. Though 97 percent of denotified tribes and 84 percent of nomadic tribes are categorized as SC, ST or OBC, they have been bypassed in the development process.
And even though state governments are empowered under Article 16 to make separate provision for reservation outside the existing three categories, communities granted quota under this provision can get reservation benefits only in state institutions and not in the Central pool.
Around 11 crore people belong to 150 denotified tribes such as Pardhi, Baori, Sansi, Berad and Kanjar Bhat or 1,500 semi-nomadic or nomadic tribes like Nat, Dombari, Sapera, Madari, Van Gujjar and Kalandar. The denotified tribes were included in an 1871 Criminal Tribes Act branding them as criminal. Though a newly independent India repealed it in 1952, they continue to be hounded.
Other privileges proposed by the Ministry are providing a special housing scheme with campaigns to issue ration cards, BPL (Below Poverty Line) cards, voter identity cards to these tribes with a follow-up in the Inter State Council to evolve a common/coordinated approach among states.
The Ministry plans to float a new Centrally-sponsored scheme to provide post-matric scholarships to students, grants-in-aid to states to build hostels and residential schools, training programmes to help these tribes develop their existing skills and financial assistance to NGOs for awareness campaign and running vocational training centres for these tribes.
“After the Cabinet’s in-principle approval, a detailed scheme will be formulated and will be submitted for Cabinet Committee on Economic Affairs’ approval for implementation from next financial year 2009-10,” says the Ministry on the Centrally-sponsored scheme.
It has also proposed that the ministries of Rural Development and Human Resource Development review their Indira Awas Yojna, Sarva Shiksha Abhiyan and Kasturba Gandhi Balika Vidyalaya schemes to extend benefits to denotified tribes. “These ministries would be requested to complete necessary action in this regard within 3-4 months.” |
